Tell Browser to monitor the WebCore thread for responsiveness. We no longer enable the WebCore thread watchdog for all WebViews, but we still want the functionality in Browser. Bug: 6447214 Change-Id: I1665bef875d53239203bc6313ac39af4bda6a60b
