Changes BP2 to notify on the full URI Bug: 3262950 Changes BP2 so that instead of sending notifications on the root URI it uses the full URI of what was changed, preventing notification spam. Change-Id: I1ff09d5e1426b6aef0158887ea968de86c253b98
