Enables hardware acceleration for general Bug: 3244133 This tweaks the hardware acceleration settings so that the app is hardware accelerated but the BrowserActivity is not (which can then be controled dynamically) Change-Id: Iaae72c21b3a6f409cc0769a57daaaa369eb789d1
