Create initial rules for using Clang/LLVM HOST prebuilts. Bug: 10653601 Use FORCE_BUILD_LLVM_COMPONENTS=true to re-enable the traditional LLVM HOST build. Change-Id: I3d0891edd4818eb685641ef5d0068cd152470e5c
