Make the 32-bit architecture for arm64 generic. The idea is that we want to be able to build a single 32+64 APK whose 32 bit code can run on 32 bit devices, where we can't assume cortex-a15 or NEON. Change-Id: Ia6bf400fa472924a94b08cef83e9e5dea09222ab
