Disable VNDK runtime checking GSI enabled the VNDK, but devices need to fix the depedency of libraries. Before that, disable the VNDK runtime checking temporary. Bug: 65190702 Test: Test on a device which doesn't fix VNDK dependency with GSI Change-Id: Ib942a7efdc75beca93c60d1e0484835342efcfd2
