Relocate the always in-lined functions from HeapBitmap.h. The three essential bitmap access methods have been moved to the new HeapBitmapInlines.h header file. All other bitmap methods have been moved into HeapBitmap.c. As an added bonus, source indexing and cross reference tools should correctly locate all heap bitmap definitions.
