Update README.md with create_reference_dumps.py usage. Add detailed usage of create_reference_dumps.py, along with an example of how to create reference abi dumps for arm64 targets. Test: documentation update, none. Change-Id: I88fa107dbdff28a416e07baddd6ed5996ae3e207
