Make -so optional for better testability. Having -so be optional makes it easier to test header-abi-linker by faking symbols through version scripts. Test: make -j64 with built tool enabled instead of prebuilt. Change-Id: I1b7f62bac94ac8f8df5248de5ff36841c36e8fcb
