Fully remove deprecated --no-test-mapping argument. This argument has already been deprecated, but now there should be no more uses of it. Let's remove it and the remaining logic. Test: Run the updater. Change-Id: I8ab6f6fadba3b462567237d18ddc02cc4c22e62f
