Add host_first_multilib config flag. This works the same way as in cargo2android.json, to set `compile_multilib: "first"` on host modules. Bug: 293289578 Test: atest cargo_embargo.test Change-Id: If4ac928c9c4921e18c56bb3e733c9734b0b74f18
