Change LOCAL_MODULE_TAGS from "eng" to "optional" in Dev Tools app. We don't want to include this app in clockwork emulator images, but is safe to change since the app is being explicity added for the phone emulator images in build/target/product/sdk_base.mk Bug: 24696853 Change-Id: I2e4f73fcffe9eb8957d41cd886124b7db4622c76
