qcom-common: Add QC releasetools and recovery extensions * Bring in Qualcomm's upstream tools for image creation. * These are needed to properly write out firmware images on many new devices, particularly devices which support backup/failsafe partitions. * This also supports encrypted files, and TZ-side key descruction when wiping.
