sepolicy: Add rules to allow SDM to open ion_device LTM feature requires ION buffers, hence this change adds policy to allow SDM to open ion_device to allocate ION buffers. Change-Id: I4cf2b6bec5083b8970a614e43fb43348abbc1fc4
