SEandroid: Ultrasound: Allow system_server to disable usf daemon Sensors OEM lib runs is the system_server context. It stops the ultrasound proximity daemon and therefore needs permission to set the stop property of the usf daemons. Change-Id: I5849030aa9a5b725332895878255382b436fac81
