SEPolicy: Support OTA upgrading for OEM partition For Regionalization's filebased.ota.zip, we should exec switch_spec.sh in order to upgrade to new Carrier pack in recovery mode. Change-Id: Ic61c45e33d1fb58fd63280cfaa8fec4f4938da12
