Remove perfd policies and move file to vendor partition Remove all the policies related to perfd, as perfd daemon does not exist on O. Move data file used by perf_hal to /data/vendor/ partition. Change-Id: Ic2e3d3906605fd3c862fdd85dc8ac1a1e7a75a60
