sepolicy: Add policy for NFC vendor hal service Allow hal service to bind with hidl client(nfc process) and vice versa. Allow hal service to access nfc nq properties and firmware binaries. Change-Id: I3df951ab03647fd6920666dd1aa1e1cc2930104b
