Relax volume name restrictions on bulk operations. We can't recall the exact reason why this was originally implemented; likely to be as conservative as possible with our API design, and since we've heard that teams have reasons for wanting to perform bulk operations across multiple volumes, this change relaxes the enforcement to allow those operations.
