Apps can see media they don't own through Files. There are some apps querying the Files table to try building a unified view of both Images and Videos. Instead of only letting apps see Files they own, let's let them see other media if they hold those permissions. Bug: 118504670 Test: manual Change-Id: Idb392a83548f72ce8dc014a0978831486b77a433
