Changes in platform_app.te for dpmservice. Several APIs on DPM require platform permissions. Therefore, DPM test applications are equipped with them. Modified policy to allow platform apps to find dpm service. CRs-Fixed: 1020226 Change-Id: Id524fea1ad7c07edd564a69a8189a25a9d62d533
