Make redacted access checks consistent for file open via FUSE and API File Managers and System Galleries have non-redacted data access via FUSE. Modify checks in #openFile() to make the API consistent with FUSE access. Bug: 220073126 Test: WIP Change-Id: If054cf14573c36d019122a123096b69ddaa837d9
