sepolicy: Allow peripheral manager to read firmware files Peripheral manager is responsible for loading the subsystem images. As a result the images may be read within it's context.Creating a rule to account for that. Change-Id: Id55a8453b4555b8ac7f18d838c444c8559fc46cf
