selinux: Peripheral manager: Allow system server to talk to per_mgr System server can now talk to the peripheral manager. On some PL's The libpmclient library is linked in by system server.This change allows the communication to go through. CRs-Fixed: 796934 Change-Id: I966291c0f305e22192a28426f52eb2bea7f894d3
