sepolicy: add spdaemon access to HAL telephony On targets where there is no direct link between Modem and Secure Processor, spdaemon calls UIM REMOTE telephony HAL in order to register as UIM REMOTE client. This is needed as part of FR49517 for making spdaemon a bridge for MPSS to iUICC (on SPSS) communication. Change-Id: Id4ff9555beed678286806b1054d017b62b479391
