sepolicy: allow wcnss_service to use servicemanager and peripheral manager Allow wcnss_service(cnss-daemon) to use service manager and peripheral manager. Cnss-daemon is the client of WLFW QMI service. The server locates at modem side. Hence it needs to vote for modem during cold boot through servicemanager and peripheral manager.
