Telephony: Add policy for extphone service Introduce a new aidl IExtTelephony and service with name "extphone". This is to provide applications an aidl IPC interface to perform SIM Manual provisioning operation on MSIM devices. Change-Id: I0c20efee38a60b761b638cda7f6949424ae9816e
