Sepolicy: Allow mediaserver/mediacodec to access media.msm8956hw mediaserver/mediacodec and zygote should be able to access media.msm8956hw property and media_settings_xml to load target specific media codecs and media profile file on 8976. Change-Id: I6a115d4daee15ddf156351c82b6116f3db252991
