sepolicy: Allow USB HAL to access vendor_sysfs_usb_node
Commit 10291e6c56c0 ("Sepolicy: add qvrd permission") changed
the label for usb nodes from sysfs to vendor_sysfs_usb_node,
which is causing failures while USB HAL is trying to read/write
to the usb sysfs nodes.
Fix this by allowing USB HAL to access this new label.
