android-nn-driver: modify init.rc files

Modify the rc files for the armnn nnapi service so that it matches the
sepolicy rules, so the service will start at boot.

Test: ensure the armnn service is running on boot.
Test: CtsNNAPITestCases

ArmNN Android Neural Networks driver

This directory contains the ArmNN driver for the Android Neural Networks API, implementing the android.hardware.neuralnetworks@1.0, android.hardware.neuralnetworks@1.1 and android.hardware.neuralnetworks@1.2 HALs.
