Make sure $prefix/etc is created before installing mke2fs.conf Fix up $(root_sysconfdir) handling misc/Makefile.in so that make install and make uninstall works correctly when $prefix != /. Signed-off-by: "Theodore Ts'o" <tytso@mit.edu>
