Add svelte configuration for jemalloc. Disable the tcache in the configuration, and enable it via the Makefile, so we can turn it on and off using MALLOC_SVELTE in BoardConfig.mk. Bug: http://b/17207577 Change-Id: I104c64d0cfc1cabf91a0d5efd649f9324465d220
