Support for using 3-byte length in NDEF TLV on Type 2 Tag. This allows for reading/writing more than 255 bytes of NDEF data on an NFC Forum Type 2 tag. This fix overrides https://partner.source.android.com/g/#change,4907 , since that fix only worked for reading. Change-Id: I7fb2ea1bc04f35ba6e6be56e0c89abab567e3ac7
