[mips] NaCl should now use the custom MipsELFStreamer (recently added) in spite of MCELFStreamer. This is so that changes to MipsELFStreamer will automatically propagate through its subclasses. No functional changes (MipsELFStreamer has the same functionality of MCELFStreamer at the moment).
