[LV] Refactor ILV to provide vectorizeInstruction(); NFC Refactoring InnerLoopVectorizer's vectorizeBlockInLoop() to provide vectorizeInstruction(). Aligning DeadInstructions with its only user. Facilitates driving the transformation by VPlan - follows https://reviews.llvm.org/D28975 and its tentative breakdown.
