DebugInfo: Factor out RETURN_FROM_RAW, etc. Remove the helper macros `RETURN_FROM_RAW()`, `RETURN_DESCRIPTOR_FROM_RAW()`, and `RETURN_REF_FROM_RAW()`, since they don't do anything too special anymore.
