[RS4GC] Re-purpose `normalizeForInvokeSafepoint`; NFC. `normalizeForInvokeSafepoint` in RewriteStatepointsForGC.cpp, as it is written today, deals with `gc.relocate` and `gc.result` uses of a statepoint equally well. This change documents this fact and adds a test case.
