Support: Work around missing SetFileInformationByHandle on Wine In r315079, fs::rename was reimplemented in terms of CreateFile and SetFileInformationByHandle. Unfortunately, the latter isn't supported by Wine. This adds a fallback to MoveFileEx for that case.
