[PEI] Separate saving and restoring CSRs into different functions. NFC Split insertCSRSpillsAndRestores into insertCSRSaves + insertCSRRestores. This is mostly useful for future shrink-wrapping improvements where we want to save / restore a specific part of the CSRs in a specific block.
