unify the code that determines whether it is a good idea to change the type of a computation. This fixes some infinite loops when dealing with TD that has no native types. git-svn-id: https://llvm.org/svn/llvm-project/llvm/trunk@86670 91177308-0d34-0410-b5e6-96231b3b80d8
