[AArch64] Simplify the Neon Scalar3Same patterns for floating-point reciprocal step, floating-point reciprocal square root step, floating-point absolute difference, and integer/floating-point compare instructions. Also, move the scalar general arithmetic operation patterns closer to similar code.
