mm-dash: Enable GraphicBuffer usage to decoder before querying formats This lets the decoder publish appropriate color format for surface-mode playback. (For non-surface mode, a standard YUV format will be published) Change-Id: I1ffe541404b1761a98652ac410da7e235ac14423
