mm-dash: Handling Flush/Shutdown for Decoder Error State Handling usecase when decoder in error state and unable to handle flush. Client goes on completing the flush and shutdown. Change-Id: I9767e55f98257efc48926532580498c4e20fd1ed CRs-fixed: 726556
