libselinux,libsemanage: fix RUBYLIBS definition
The RUBYLIBS definition introduced by commit f5b9bc2a06cc165e
("libselinux,libsemanage: link Ruby wrappers with -lruby") did
not work on Debian. Fix it based on a patch by Nicolas Iooss.
