libsepol/cil: Validate extended avrules and permissionxs Classes used in extended avrules and permissionxs must have an "ioctl" permission. Add validation to ensure that is the case, or print an error message otherwise. Signed-off-by: Steve Lawrence <slawrence@tresys.com>
