[graphite] Add memory barriers before and after updating intrinsic constant uniform buffer
* Enforce memory operation correctness surrounding host updates to the gpu intrinsic constant uniform buffer
* This fixes uniform array and matrix SkSL test failures and relevant GMs (blurs, runtime effects)
