Add bazel modules for Skottie and sksg
This makes skottie::Logger pure virtual as a drive-by cleanup
(it came up while fixing a linker error due to using cc_binary
instead of skia_cc_binary).
I didn't migrate skottie_tool_gpu but should be able to in a follow-on
CL.
