Re-enable existing SkSL tests.
These tests were generally disabled because they would fail on
hardware used by team members. Now that we can filter out
bad tests locally, this should no longer be an issue.
This CL may shake out a few latent errors on the tree, since we
know for a fact that these tests have been problematic in the
past.
