Move SkStrSplit to src/core/SkStringUtils.h
No external users found via codesearch. The main fixes were just the
updates to SkString and SkStringUtils, plus the few internal users.
Everything else was IWYU fallout, thanks to everyone relying on
SkString.h to get SkTArray.
