Update MSVC compiler toolchain

From 14.24.28314 (Visual Studio 2019 version 16.4)
  to 14.29.30133 (Visual Studio 2019 version 16.10-16.11).

This should provide a fix for the issue causing `tint` to ICE.
This is also attempting to update the Windows SDK to 10.0.22000.0.
